Policy Overview 📋

The Hong Kong Quality Migrant Admission Scheme (QMAS) is a quota based high-end talent immigration program announced by the Hong Kong SAR government on February 23, 2006 and officially implemented in June of the same year. Its core purpose is to attract high-tech, highly educated, and accomplished talents from around the world to settle and develop in Hong Kong, and enhance the overall economic competitiveness of Hong Kong. In 2025, the policy will be heavily optimized, with the official cancellation of annual quota restrictions and a significant reduction in the approval cycle to 3-6 months. The application threshold will be more friendly and the approval efficiency will be higher.

Basic application requirements ✅

- 1. Nationality restrictions: Applicants from Afghanistan, Cambodia, Cuba, Laos, North Korea, Nepal, and Vietnam are not accepted;

- 2. Age requirement: The main applicant's age range is between 18 and 50 years old;

- 3. Background requirements: No criminal record, no negative Hong Kong immigration record, good personal conduct;

- 4. Educational qualifications: Possess a good educational background, with a minimum bachelor's degree, solid professional abilities, relevant work experience, or outstanding achievements in the industry;

- 5. Language proficiency: Fluent in Chinese (Mandarin/Cantonese) or English communication skills to meet the needs of living and working in Hong Kong;

- 6. Economic ability: Able to bear the living expenses of myself and my dependents in Hong Kong on my own, without relying on Hong Kong public assistance throughout the entire process.

Two major evaluation mechanisms 💡

（1） Achievement scoring system

For elite individuals with extraordinary professional abilities and top industry achievements, there is no need for regular scoring. They can apply by meeting any of the following conditions:

- 1. Has won international and national outstanding achievement awards (such as Nobel Prize, Olympic medals, various authoritative industry awards, etc.);

- 2. Personal work achievements have been recognized by industry authorities and have made significant contributions to the development of the industry, such as lifetime achievement awards and honors for leading figures.

（2） Comprehensive scoring system

Targeting the majority of outstanding professionals in the workplace, a comprehensive evaluation is conducted based on multiple dimensions such as age, education level, language proficiency, work experience, and personal character. The maximum score is 165 points, and an official minimum passing score is set. Applicants who meet the standard can submit their applications, which is suitable for the vast majority of highly educated and high-quality professionals in the workplace.

Application Process 📝

- 1. Professional qualification evaluation, matching and adaptation plan, and formal signing of cooperation after confirming that the conditions meet the standards;

- 2. Fully collect, organize, and review the entire set of application materials, submit them to the Hong Kong Immigration Department, and supplement and improve the information as needed throughout the process;

- 3. After submitting the materials, it takes about 15 days to obtain the official file number from the immigration department;

- 4. Hold the file number and wait for review. It will take about 6-8 months to receive the official approval notice. If the review is approved, the quota allocation notice can be obtained;

- 5. Successfully approved, obtained formal approval and Hong Kong entry visa;

- 6. Enter Hong Kong, complete information collection, and apply for a Hong Kong resident identity card;

- 7. Apply for visa renewal according to policy requirements before the expiration of the residency period and continue to maintain Hong Kong residency status.
