Policy Overview 📋

The Hong Kong High end Talent Pass Scheme (TTPS), abbreviated as the Gaocai Pass Scheme, is a special talent introduction policy officially launched by the Hong Kong SAR government on December 28, 2022. Its aim is to quickly attract high-income elites and highly educated talents from top 100 universities around the world to develop in Hong Kong, fill the gap in high-end talent in Hong Kong, and empower industrial upgrading. The plan is divided into three categories of application channels: A, B, and C. The policy rules are clear and the approval process is efficient. Category A and B do not have annual quotas, while category C implements annual quotas and a first come, first served mechanism.

General application requirements ✅

- 1. Nationality requirements: Applicants from Afghanistan, Cuba, Laos, North Korea, Nepal, and Vietnam are not accepted;

- 2. Background requirements: The applicant has no criminal record and good personal conduct;

- 3. Educational background: Applicants in categories B and C must hold a bachelor's degree from one of the top 100 universities in the world; A-class high-income individuals do not have mandatory educational requirements;

- 4. Compliance admission: It is necessary to meet any of the special application conditions in the A, B, and C channels.

Detailed rules for the three major application channels 💡

（1） Class A | High income individuals (without quota restrictions)

Individuals with taxable income of HKD 2.5 million or more in the full year prior to application, suitable for high-income elite groups such as corporate executives, high paying professionals, and business owners. There are no mandatory requirements for education or work experience, and there are no quota restrictions throughout the year.

（2） Class B | Senior Talents from Top 100 Universities (No Quota Restrictions)

Holding a bachelor's degree from one of the top 100 universities in the world (according to QS, Times Higher Education, etc.) U.S.News、 Ranking by the Four Authoritative Rankings of Soft Science and Technology, and having accumulated 3 years or more of full-time work experience within the five years prior to application, with no industry or position restrictions, and open year-round without quota restrictions.

（3） Class C | Top 100 Emerging Graduates from Famous Universities (Annual Quota)

Fresh graduates or emerging graduates with less than 3 years of work experience who graduated from top 100 universities worldwide within the past five years. Annual quota of 10000, implemented on a first come, first served basis; If you have accumulated 3 years of work experience within 5 years, you can be exempted from quota restrictions and apply for B-class channels.

- 1. Professional qualification assessment, matching and adapting application channels, and officially signing cooperation after confirming compliance with standards;

- 2. Comprehensively collect, organize, and review the entire set of application materials, formally submit them for official review, and supplement and improve information as needed;

- 3. The material review has been approved, and the official application file number has been obtained;

- 4. Final approval, obtaining formal approval and Hong Kong entry visa;

- 5. Assist in processing Hong Kong D-class stay visas;

- 6. The applicant enters Hong Kong, completes information collection, and applies for a Hong Kong resident identity card;

- 7. Apply for renewal upon completion of the residency period, and the renewal must meet the compliance requirements of being employed or operating independently in Hong Kong.
